Comments on resolutions adopted at Mexico City Conference and need for early implementation; feels certain State Department will do all possible to see that policy directives are carried out even in other Government agencies; section of resolution on price controls will have important bearing on present consideration being given by Office of Price Administration to bananas and cotton textiles from Mexico; proposed action of OPA with respect to bananas ill considered, unsound, and discriminatory.
