Foreign Minister [Ezequiel] Padilla made radio speech on Jan. 7 in which he defended Mexico's policy of collaboration with U.S. and condemned those who for selfish reasons attack it; it was a courageous speech and he had backing of President; 1946 is presidential election year for Mexico; Avila Camacho cannot under constitution succeed himself and Padilla might be strong contender though he has enemies in several quarters.
