Original in Sypherd Papers. If personal papers are turned over to anyone would prefer they go to University of Delaware; had interesting and varied career in Foreign Service, but kept no diary; papers consist largely of copies of despatches and reports, originals of which are in State Department files, and copies of personal letters to government officials; letters covering period 1930 to 1937 most interesting as they show developments in Europe leading to Second World War; was urged by President Roosevelt just before his death to publish some of the letters in book form, but many are of such character that it would be unwise to publish them; doesn't know when they should be made available for research; making new will which will include clause leaving papers to University of Delaware Library; autograph note after signature suggests Sypherd read "Peace and War", put out by State Department, as it contains extracts from letters referred to above.
