Summarizes evidence against Ludwig Freude; his activities in Argentina in behalf of enemy indicate his guilt, whether he was member of Nazi Party or not; his exoneration by Argentine court cannot be regarded as step in direction of compliance with international agreements; if, as Messersmith has suggested, Argentine Government has acted in good faith, no reason why further approach should not be made on basis of evidence set forth in attached memorandum.
