Has read memoranda prepared in European Division [of the State Department] on activities of Germans and German organizations in the U.S.; German agents sent to U.S. to encourage these activities; Congressional legislation may be necessary; suggests calling conference with Secretaries of Justice and Labor to arrive at a policy which could be recommended to the President.
