Talked with [Lloyd V.] Steere, Agricultural Attaché at Berlin and [Leslie A.] Wheeler, Chief of Foreign Agricultural Service; both agreed in principle of consolidation; Secretary [Daniel C.] Roper and Assistant Secretary [Richard C.] Patterson of Commerce opposed to consolidation; Secretary [Henry A.] Wallace of Agriculture sympathetic to idea provided it does not interfere with work planned in Latin America.
