Description
Having long conversations with [José Manuel] Cortina almost daily; is able to mention matters to him informally that it would not be proper to bring up in a formal way; he has the confidence of Batista and knows how to bring these matters to Batista's attention; mentioned to Cortina several weeks ago information that had been received about malpractices of new head of Navy, Gomez Casas; yesterday, learned from military and Naval Attachés that Casas is to be replaced before end of month by [Julio Diez] Arguelles, who has reputation of being honest and capable officer; not the business of U.S. who heads Cuban Navy, but with proposed defense cooperation, and supplying of certain materials requested by Cuba; U.S. should be sure head of Cuban Navy can be trusted.
