Enclosures: See Nos. 1665 & 1666. Transmitting exchange of letters with [Ezequiel] Padilla on Argentine situation; submitted to Padilla Department's further plan for procedure in Argentine situation; Padilla agreed Department's plan a sound one, but suggested as further safeguards for success of meeting that plan should be taken up first with countries which have not recognized the Farrell regime in Argentina, and that all countries participating in meeting should agree not to raise Argentine question during meeting.
