Had long talk with [Jose Manuel] Cortina on Oct. 23 and two-hour talk with President the next day; Cortina, in public addresses and private conversation commits himself strongly to cooperation with U.S.; the treaty he had in mind would make Cuba practically a part of U.S. economic system; a treaty along broad lines for long-range period could be desirable arrangement; had impression Cortina not forgetting his personal interests; he has unrealistic attitude toward American banks,said they were throttling Cuban industry, disregarding fact that he was largely responsible for the moratorium legislation which is the cause of the credit situation; giving dinner of sixty for President and Mrs. Batista on Oct. 31.
