Hopes arrangements can be made soon for turning over to Mexican Government planes left by U.S. Air Force Demonstration Unit; interim arrangements have been made for loan of the planes without U.S. responsibility for personal or property damage; Gen. [Gustavo] Salinas [Camina] head of Mexican Air Force is being troublesome; he is competent, honest, and friendly to U.S., but he appears to consider the planes his personal property and was unhappy that planes were not armed.
