Acknowledges Rogers' letter of Jan. 20 enclosing letter from Baron [Egon] Berger-Waldenegg; post as inspector of foreign branches of Assicurazioni Generali, given him by [Galeazzo] Ciano, just the kind of post he is fitted for; is relieved,for Baron is fine man; is more pessimistic concerning situation than Rogers appears to be; Mussolini completely in hands of Germans and doesn't see how he can get out; he has no intention of getting out of Spain, and if he doesn't Spanish situation likely to bring on crisis; English and French position seems to have hardened; U.S. position certainly clearer; Italian criticism of President and U.S. position foolish; they may disturb others with words, but neither propaganda nor threats works in U.S.
