Calls attention to Ambassador [Joseph] Kennedy's telegram in which he recounts conversation with Soviet Ambassador in London; Soviet Ambassador's views of German objectives accord with Messersmith's; domination of Southeastern Europe German plan, giving access to Rumanian oil and other raw materials and food stuffs; first step in program is absorption of Czechoslovakia; after success in Southeastern Europe, next step would be economic and political control of Belgium, Holland, and Denmark; if Germany fails in first step whole program will collapse.
