Has read despatch concerning "German Law of May 27, 1937 Regulating Capital Repayments Owed Abroad and with particular reference to developments in connection with the Saxon Public Works Bonds"; plants of Saxon Public works now under [Nazi] Party control and are used as a source of Party funds; removal of Dr. [Hjalmar] Schacht from Ministry of Economics means removal of last restraining influence; Goering has taken command and means to carry through the Four-Year Plan; there will be further discrimination against foreign interests, and the U.S. will be the principal sufferer.
