Understands Bankhead's concern over consolidation of Foreign Service of Dept. of Commerce with that of the Dept. of State; reasons for favoring consolidation wholly objective and based on what he believes best interests of the government; trade promotional work of Foreign Commerce officers no longer so important as keeping open the channels of trade and creating new ones, which must be accomplished through diplomatic means; not in position at this time to outline plan which State Dept. will recommend; can conceive of no plan which would not bring into the consolidated service, on equitable grounds, the Commerce officers now in the field.
