Regretted not seeing Clayton while in Washington; conduct of foreign economic policy and foreign political policy cannot be separated and should be in hands of State Department; some indication of intention to build up Foreign Economic Administration into permanent government agency with its own foreign service; hopes Clayton will use his influence in his new position as Assistant Secretary of State for Commercial Affairs to block such a move.
