Has talked with Chiefs of Mission of other American republics in Mexico City since Inter-American Conference and universal impression is that it was a most significant and fruitful meeting; they are obviously reflecting views of their own delegations; hears on all sides of excellent impression made by American delegation; Latin friends came to meeting with fear of political and economic practices of Soviet Russia and with distrust of political and economic practices of England; many even had grave doubts as to U.S. attitude, but believes meeting has dispelled those doubts; [Ezequiel] Padilla says he talked to heads of other American delegations of importance of making known in their respective countries this new attitude of cooperation in order to overcome propaganda and misconceptions.
