Poland trying to solve economic problem by reducing Jewish influence in Commerce, industry, and professions; Jews displaced by present development should be absorbed elsewhere; change of government not likely to improve Jewish situation; agrarian reform will not help Jew materially; industrialization only solution of economic problem; autonomous Jewish communities within Poland not likely to succeed; recommends (1) loans to develop Jewish industries, (2) schools for training Jewish artisans and agriculturalists,(3) economic institute, to study opportunities for migration, employment, and industries, (4) assistance in migration, (5) organization of central Jewish authority in Poland, (6) Evian conference establish international committee concerned with Polish problem as well as German refugees, (7) settlement of future status of Palestine, (8) debt agreement between U.S. and Poland, (9) declaration by foreign philanthropic organizations of desire to assist Poland in solving economic problems by means not harmful to Jews,(10) support for any movement favoring world economic recovery and political appeasement.
