Relates events leading to Mexico's entry into war; relations with President Avila Camacho and Foreign Minister [Ezequiel] Padilla were friendly from beginning of stay in Mexico; obvious that their sympathies and those of most of the Mexican people, lay with Allies; many people however, including President's brother and ex-President Cardenás, were opposed to open declaration of war; knew what Mexican attitude would be if there were any provocative act against Mexico by Germany; not long afterward German submarines sank several Mexican tankers in Gulf of Mexico; Mexico declared war and proved herself a staunch ally.
