Glad Sypherd found exchange of letters with Cummins [Elliott] Speakman, [Jr.] interesting; thinks idea of international institute at University [of Delaware] a good one; will be in Delaware in May or June and hopes to talk over idea with Sypherd and then with Dr. [John A.] Perkins and perhaps Walter Carpenter and others; doubts State Legislation can be asked to do much but a substantial endowment for such a school of international relations might appeal to Walter Carpenter; has Sypherd's reply from Knopf about cost of publishing book; will be writing to Sypherd about that within next week.en_US
