DescriptionReceived letter from Frans van Cauwelaert, Belgian residing in New York on immigration visa; he reports Belgian Government has requested he make trip through American republics for purpose of stimulating interest in cause of allies and to combat opposing influences; has known van Cauwelaert since 1919 and found him an understanding friend of U.S.; he has taken active part in Belgian politics and was one of the principal counselors of the King; he was not in agreement with King and other members of Government over surrender of Belgian Army, and had to leave Belgium; does not know his exact connection with Belgian Government in London, but it is close; he is sincerely attached to democratic traditions, a man of eloquence, clarity of thought, and precision of language; he is a devout Catholic and deeply concerned over attitude of Catholic Church; has written van Cauwelaert suggesting he get in touch with Welles and Secretary [Hull] before making South American trip; can see his trip serving useful purpose.en_US
