Description
Was called home in early Nov. [1918] by death of Mrs. Messersmith's father; learned of armistice by wireless day before arrival in New York; was informed by Department would not be returning to Curaçao but would be posted temporarily to Antwerp with Consul General [Henry H.] Morgan to organize system of passport control for Northern European ports; jumped at opportunity; sailed latter part of Feb. [1919]; was to be assisted in passport work by two intelligence officers on loan from army; in short time was able to organize passport control and recommend system of uniform control at ports of embarkation which was put into effect by Department; Morgan not happy with cooperation received from local authorities and telegraphed Department recommending Consulate General be moved to Brussels, and at same time recommended that Messersmith be left in charge of consulate at Antwerp, a recommendation accepted by Department.
