Reports Fritz Mandl, former Austrian munitions manufacturer who supplied arms for both Italy and Germany, blacklisted by Allies for representing Hermann Goering Works in Argentina, now naturalized Argentine citizen; he began shifting his holdings to South America in 1937; relieved of his airplane factory by Argentine alien property control board, he still has vast financial empire in Argentina, Uruguay and Peru; latest venture is daily newspaper in Rosario; editorial staff includes well known Argentine and Italian fascists; has plans for papers in Buenos Aires and Cordoba.
