Needs to discuss with President important matter affecting U.S.-Mexican relationships; planning trip to Washington in December if any time during month it will be possible to see President; had long conversation with President [Manuel] Avila Camacho recently; he expressed gratification at Roosevelt's reelection; no doubt as to his esteem for Roosevelt and his friendship for U.S. in general; he spoke at length of necessity for American unity in political and economic fields, and expressed great interest in water treaty which comes up for discussion in January.
