Description
Has just learned of Hull's resignation; no Secretary of State has filled that office with greater distinction and effectiveness; remembers first meeting with Hull and Mrs. Hull in Belgium; cherishes friendship which has continued through the years; Department will miss Hull's guiding hand during critical times; hopes Hull's health will permit him to contribute some counsel; expects to be in Washington in December and will see Hull and Mrs. Hull.
