[Norman] Armour apparently thinks [Ezequiel] Padilla's suggestion that Argentina meet her obligations under Rio Resolutions impracticable as preliminary to recognition of regime by other American states; Secretary's telegram of May 17 lists measures on which Argentina should take action, such as: (1) intervention and control of principal Nazi business firms in Argentina, (2) cessation of dealings with firms on proclaimed lists, (3) internment of Axis diplomats pending exchange, (4) liquification of Axis propaganda media, and (5) adequate control over transmission abroad of messages which might endanger security of continent; Armour appears to believe these measures indispensable before recognition, yet Rio Resolutions cover little more than the points mentioned in Secretary's telegram; shouldn't think Padilla would mind not calling it "fulfilling obligations under Rio Resolutions" so long as the appropriate measures are taken; Padilla recommends meeting of American states or consultation through diplomatic channels to work out uniform attitude so that Argentina may be told definitely what acts must be performed before recognition can be considered; suggests consultations could best be initiated by Mexico through Padilla.
