Description
Developments in Cuba encouraging; legislation for sugar arrangement will probably be enacted within week in satisfactory form; [José Manuel] Cortina has been tower of strength; he is one of the few intelligent men close to Batista; [Carlos] Saladrigas and [Amadeo] Lopez Castro also helpful but not as resourceful as Cortina; administration in control of army and smuggling has been largely stopped; many malpractices still in Navy, but Batista told Cortina when he completed job on Army, he would clean up Navy; some progress made in reform of Treasury and other administrations, but still much to be done; has spent many hours each week with Cortina discussing further economic cooperation.
