Description
Cuban decree prohibiting anti-democratic propaganda very broad and regulations being carried out effectively; [Domingo] Ramos one of committee working on problems of propaganda, espionage, and sabotage; special unit set up in Army to make investigations, but Ramos felt that due to lack of experience and background, machine not operating effectively; he thought it would be helpful if U.S. sent someone properly qualified for month or six weeks to train Cubans charged with this work; suggests someone from Naval or Army Intelligence if available; there would be no publicity and he should come in civilian clothes, ostensibly on holiday; Cubans really trying to be cooperative, and U.S. should help and encourage them as much as possible.
