Description
Appreciates letter of Dec. 12 telling what has happened to friends in Germany; no penalty too heavy for those inflicting such ills; there can be no return to peace and normal relationships between states as long as present German regime is in power; economies of the world being dislocated by rearmament programs forced upon other countries by Germany; protest lodged by [Hans] Thomsen with Department has story behind it; whole thing brought on by Germans and there would have been no publicity had it not been for German Government; Thomsen practically demanded apology; effect of incident in U.S. has been to solidify position; very busy; rating lists of career officers to make up for next two years, Foreign Service examinations, hearings on appropriation bill, and heavy legislative program in which Department is interested.
