Appreciates promotion and Moffat's letter of congratulation; has seen [Hugh R.] Wilson and expects their relationship to be cooperative; Army purge paved way for German move against Austria; no real opposition now to present regime; doubts that Germany plans military aggression for next two years; must first improve foreign trade and find time when international situation is "ripe"; essential for success of German plans to have England and France helpless; replacement of [William E.] Dodd by [Hugh R.] Wilson may lead to improvement of German-American relations.
