Comments on pamphlet "Chaos or Reconstruction" by Dr. [Raymond L.] Buell; agrees with all but one paragraph in which Buell recommends negotiating with Hitler now; neither U.S. nor anyone else should negotiate with the present German government; National Socialism incapable of compromise and must have full victory or complete defeat; [Baron Konstantin von] Neurath visited Vienna recently; newspaper accounts of demonstrations in his favor exaggerated; visit had little significance; Austrians intend to maintain independence and keep out National Socialist ideology; Germany has not given up hopes concerning Austria, but expects to penetrate gradually and undermine the Austrian government; Austrian Cabinet basically sound; Schuschnigg leaning toward restoration of monarchy; has no one to whom he can pass on power.
