Enclosed with No. 837. Schmidt much occupied with Austro-German trade negotiations now in progress; concerned over form in which Austro-German trade was developing; Germany taking raw materials and good products from Austria, for which she was not paying, shipping into Austria increasing amount of finished products, which only hurt Austrian manufacturers as they could not afford to sell their products as cheaply as the Germans; Schmidt insisted his government would control products and quantities shipped in and out; pessimistic about increased trade as result of agreement; Messersmith inquired about press reports on recently organized semi-political groups; Schmidt replied that press reports exaggerated, and that the Chancellor would not tolerate such organizations other than the Popular Front.
