Description
In an earlier paper (Quarantelli, 1972), we noted that Emergency Operating Centers (EOCs) had come to play a very important role in responses to disasters in American society. This report examines in greater detail and depth the points which are simply and briefly noted in that earlier publication.
We first discuss the purposes of our study. Then we describe the methodology used in making observations and arriving at conclusion. After noting some limitations and qualifications about the findings made and implications drawn, the greater part of the report analyzed the uses and problems of local EOCs in disasters.
