Item Application of an Institutional Assessment and Design (IAD)-Enhanced Integrated Regional Energy Policy and Planning (IREPP) Framework to Island States(Sustainability, 2020-04-01) Chen, Wei-Ming; Shah, Kalim U.; Sashwat, Roy; Niles, Keron; Surroop, DineshThe integrated regional energy policy and planning (IREPP) framework was devised to evaluate the feasibility of energy policies in meeting declared national targets. While the framework advances the comprehensiveness of the feasibility assessment by bringing in concepts like environment economic equity, the muted way in which institutional factors and capacity are addressed remains weak and ineff ective. Here, we corrected this weakness by presenting an IREPP framework that is enhanced by integrating principles of the institutional assessment and design (IAD) framework. The IAD framework emphasizes the careful consideration of contextual factors, it draws attention to the full range of transaction costs, and does not presume a priori that one type of institutional arrangement. This IREPP-IAD framework was used to evaluate the feasibility of energy policies in three different island jurisdictions—Taiwan, Mauritius, and Trinidad and Tobago. With ambitious national targets, these islands are good testing grounds for this updated approach. Through qualitative comparative case study analysis, several institutional factors were found to play an influence if national energy policies are likely to meet set targets. These factors included: government/policy decision makers and the decision/policymaking environment; governance structure and commitment for energy policy; existing policy instruments and tools that are in play and those planned; polycentricity; stakeholder participation and community building; market dynamics; information transparency; pilot programs and technology innovations/research; compliance or responsibilities under the Paris Accord; grid connectivity and monitoring of the policy implementation progress. This study contributes in two ways. First, by providing a more robust framework for assessing institutional arrangements that moderate how energy policies are implemented and second, providing insightful assessments of the energy policies in three island jurisdictions, thereby increasing our understanding of island energy policymaking and implementation in these understudied geographies.Item Electric vehicle adoption in small island economies: Review from a technology transition perspective(Wiley Interdisciplinary Reviews: Energy and Environment, 2022-02-15) Shah, Kalim U.; Awojobi, Mohammed; Soomauroo, ZakiaSmall Island States present features, such as compact road networks, low commuter distances, and often large tourism service sectors, that could make the adoption of electric vehicles for transportation which is an attractive way to reduce their costly dependence on imported fossil fuel and their greenhouse gas emissions. Through the transition theory lens, we review the national policy measures and broad clean transportation targets that small island countries are implementing to encourage electric mobility deployment. From information compiled for 18 small island countries, we find a growing trend in electric vehicle and infrastructure development incentives among broader clean transportation transformation policies and nationally determined contribution targets; and large country-to-country variations in enabling conditions to smoothen EV transition. Small island countries are not uniform but instead are very dispersed across the transition S-curve. The review, therefore, finds that the mobility transition requires island-specific approaches and solutions that will accentuate critical policy and management elements for fostering transitions.Item Integrating bioplastics into the US plastics supply chain: towards a policy research agenda for the bioplastic transition(Frontiers in Environmental Science, 2023-10-16) Shah, Kalim U.; Gangadeen, IsaiahBioplastics have the potential to fill the role of conventional plastics but with lowered environmental and ecological impacts. But bioplastic production suffers from high production costs and as an immature technology, it proves less competitive than its petrol-based counterpart. Debates about the social versus private benefits of bioplastics are also cited. The literature argues that various bio-feedstock sources can produce high-quality drop-in plastics and that scaling up bioplastic production will provide the cost competitiveness needed to transition away from petroplastics. However, the market remains uncoordinated and lacks a strategic and comprehensive plan for the plastic transition. Moreover, the science-to-policy literature on bioplastics is very limited, providing scarce evidence or analysis to policymakers attempting to argue for bioplastics industrialization and integration. In this study we highlight this missing link particularly in the North American context in order to encourage further inquiry on these matters. Using Stern’s policy framework gap analysis approach, our evaluation identifies gaps in existing policy frameworks pertinent to bioplastics supply chains. On this basis we identify and prioritize five pointed areas for policy focus to advance bioplastics sector growth and integration. These are developing a strategy to sustainably coordinate and promote biomass production; incentivizing bioplastic investments and production; incentivizing bioplastic substitution; and enhancing the end-use management. Additionally, research is needed to support the technical performance of bioplastics, industrialization methods, supply chain integration, and the impact of exogenous factors.Item Profiling national institutional archetypes for climate change technology implementation: application in small islands and least developed countries(Mitigation and Adaptation Strategies for Global Change, 2024-04-19) Shah, Kalim U.In developing countries, when the implementation success of new climate adaptation and mitigation technologies fall short of expectations, the typical “suspects” cited are lack of funding or country expertise and allusions to “lack of institutional capacity.” The premise of this study is that the national institutional environment is the fundamental prerequisite for successful technology implementation, and despite much effort, a diagnostic approach to assessing this prerequisite is missing. Here, I propose an approach to do this, based on an understanding of the dynamics that interconnect country-level legal, regulatory and market mechanisms, societal norms, and inter/intra governmental structures. I estimate levels of country structural and systems supports, operating environment, implementer acceptance and country tractability. A preliminary test of the approach was completed through a survey of experts involved in the United Nations Technology Needs Assessment programs in Least Developed and Small Island Developing Countries. It was found that countries fall into four fundamental archetypes. A country’s archetype suggests characteristics of the institutional environment that help to explain the potential for technology implementation success. A further implication is that some countries that typically would not be considered very similar may possess similar country institutional environments. One consequence of this is that archetype-based groups could work together and learn from each other more effectively.Item Taking Stock of Recent Progress in Livelihood Vulnerability Assessments to Climate Change in the Developing World(Climate, 2024-07-08) Zainab, Atoofa; Shah, Kalim U.Over the past few decades, the use of vulnerability assessments has grown substantially to support rural communities in developing countries. These studies aim to help these communities achieve their livelihood goals, such as sustainable resource use and adaptation to global changes, by evaluating their susceptibility to climate change impacts. This systematic review critically examines the extensive body of literature on Livelihood Vulnerability Index (LVI) assessments related to climate change impacts in developing countries. By synthesizing findings from various studies, this review highlights patterns and methodologies used to understand the effects of climate change on vulnerable populations. Key focus areas include geographical distribution, methodological approaches, and the frameworks utilized in vulnerability assessments. The review identifies prominent frameworks, such as the LVI and LVI-IPCC, which integrate indicators of sensitivity, exposure, and adaptive capacity to evaluate climate risks. Findings reveal a concentration of studies in Asia and Africa, with a strong emphasis on agricultural and coastal ecosystems. Methodologically, there is a notable reliance on stratified random sampling to accurately capture community and household-level vulnerabilities. A detailed comparative analysis of the LVI, LVI-IPCC, and Sustainable Livelihood Framework (SLF) is also presented, highlighting their characteristics, benefits, and limitations. The review underscores the need for methodological refinements to better address temporal and regional variations in vulnerability. It concludes with recommendations for future research, integrating broader climate scenarios, exploring sectoral interdependencies, and adopting dynamic approaches to enhance the accuracy and applicability of vulnerability assessments.
