Packed house as council OKs Campus Edge By DOUG RAINEY DRAINEY@CHESPUB.COM The Newark City Council faced a packed house as resi dents spoke out against out sourcing refuse service, fol lowed by citizens, landlords and a virtual who's who of county land use attorneys making their case for and against the Campus Edge project. The council went on to unan imously approve rezoning for Campus Edge, despite opposi tion from landlords and some residents. The refuse issue was not on the agenda, but that did not stop a handful of residents from voic ing their views. "I would really hate to see the fellas go," one resident said of the city crews that could lose their jobs in an outsourcing plan. Refuse service typically has a high approval rate in surveys of residents who like the fact that crews go out of their way to be helpful Mayor Vance Funk and Councilman Stu Markham stressed that no decision has been made, but added that costs have to be studied every year. The possibility of outsourc ing the service came after the city learned that Middletown saved several hundred thousand dollars by outsourcing pickups. Councilman Ezra Ternko agreed that the proposal was in the research stage and would not be approved unless the ser vice saves money over the long term. Councilman Douglas Thttle said it "would take a lot" to con vince him to outsource service, but added that the proposal was in its early stages and deserved further study. The newest council mem ber, Mark Morehead, said he had received numerous e mails regarding the matter. None reg istered support for the idea. There had been no public announcement of a study, but word had spread among resi dents in recent weeks, with the Newark Post publishing a story last week. The council then waded into a revised Campus Edge project on Delaware Avenue, behind the Trader's Alley retail space, off Main Street. Lisa Goodman, an attorney See COUNCIL, 3 .... The goal was to look at green energy ?com panies that might expand to Delaware. O'Mara, the Secretary of the Delaware Department of Natural Resources and Environmental Control, had held an environmental affairs ? Competitively Priced position in the Silicon Valley and had contacts at Bloom Energy, a fast-growing and reportedly secretive company that builds energy generating systems, known as Bloom Boxes, and has reportedly raised $400 million. Bloom was skeptical that Delaware had anything to offer, Gov. The project is contingent on Delmarva Power allowing Bloom to hook up its generators at a local substation and feeding power from the natural gas-fired units into the grid. Delmarva would charge customers an additional 70 cents per month for the alter- native power under the agree ment. Customers would not be on the hook if Blom failed to feed power into the grid. Bloom would also get a financial package from the state for building the plant. At a telephone press con ference announcing Bloom's decision, it was noted that Delaware triumphed over a number of states that were vying for the site. Markell spokesman Brian Selander said other states probably offered more lucrative aid packages, but Delaware's business advan tages allowed it to win out. Friday, June 17, 2011 Thieves return for air conditioner Newark Police are investigat ing a second burglary of a resi dence on Madison Drive. Recently, the house had been broken into and unknown suspects had removed cop per piping from the basement. Last Wednesday, suspects had returned and removed a central air unit from the site. The owner, a Hockessin resi dent, told officers that plumb ers and contractors had been on the premises to repair the damage caused by the first bur glary. Workers stated that the unit"was in place when they had finished their work on May 31. The owner said that he noticed the missing AC unit when he inspected the house on June 8. A search by authorities showed that the power had been cut by removing an exterior breaker from the unit. The owner could not provide the make and model of the air conditioning system at the time. Witnesses could not provide much additional information, though one neighbor said that he saw a white or possibly Hispanic worker, with a tool belt, walking around the property during the time frame. Since workers were corning and going at the time, the dian did not think anything was unusual. Copper pipe missing from home An owner of a residence on Wedgewood Road in Newark reported that approximately 100 feet of copper pipe had been forcibly tom out of his basement ceiling. ? An inspection by police showed that entry was gained through an unsecured garage door, which allowed access into the interior of the home. The owner showed the police that the missing pipe had been removed by bending and snapping it off at the fittings. The pipe is valued at $500. The unknown suspect also broke a water heater, causing an addi tional $500 of damage to base ment. Fingerprints were recov ered from site and are being entered into central database for comparison with known offen9- ers. Neighbors did not see any unusual activity at the house. Equipment stolen off of Main Street Employees with Mid Atlantic Hood and Duct reported that unknown suspects had taken their power washer as they were preparing to use it at 190 East Main Street last Friday. The employees told officers that they left the gas powered unit on the street and that one of the workers walked around the building as the other one parked the truck at the rear of the site. When they came back, the washer was gone. A check of the surveillance camera at Main Street and North Chapel Street showed a dark pick-up truck driving past, reversing direction, and finally stopping at the power washer. Two white males put the unit in the bed of their truck and drive off on Main Street. No suspects have been named yet, but police are still reviewing the footage to attain a better description of the men and their vehicle. Break-ins continue at car dealerships Three break-ins were report ed last week at dealerships locat ed on or near the East Cleveland Avenue area. The first incident occurred at Martin Honda's used lot, at 298 E. Cleveland Ave., where employees said that an unknown suspect had broken the front passenger window on a black Acura that had been left as part of a trade-in. Officers recovered several fingerprints on the exterior of the passenger door, along the top edge. A similar report was made by employees atNewarkDodgeJeep Chrysler, at 244 E. Cleveland Ave., who told authorities that the passenger side window of a silver Mazda RX8 had also been broken and the stereo sys tem removed. The Mazda was also a trade-in vehicle, with the arrangement that the previous owner would remove the system, which is valued at $1,600. The damage to the window is valued at $250. Both incidents were believed to have been committed over the weekend prior to June 6, which was the date of the reports. The third incident was reported on June 10 at Porter Ford, located at 600 Ogletown Road. Employees reported the theft of four wheels and locks from a white 2011 Ford Mustang parked on the front lot. Suspects broke into the glove compart ment, removed the wheel lock key, and jacked up the car to remove the wheels, which are valued at $3,000. Police could not find fingerprints on the car, but are reviewing video footage of the scene. Tools taken from business van Quantum Controls, located at 802 Interchange Boulevard, told officers that unknown suspects had broken into one of their parked vans and removed over $1,800 worth of hand and power tools from the interior of the vehicle sometime on the week end surrounding June 4. Responding officers found that the thieves had broken a rear, passenger side window of the white 2007 Ford van, causing $250 worth of damage. The business reported that a bag of hand tools was taken, as well as a Bosch hammer drill, a red and white Milwaukee recip rocating saw, and several cord less power tools~ Several of the tools were marked with QCI or Quantum Controls on their cases. No fingerprints were recov ered, but police are searching through video footage from sur rounding businesses. MICHELE L. Under the proposal one large building with five stories was replaced by two three-story structures. A parking structure was also dropped and two large trees on the property ?will be kept. The development near Chapel Street calls for student housing and retail space on a tract west of the TD Bank branch. The project would raze buildings at 206, 208, 220 and 224 E. Delaware Avenue. Goodman said the project fits in with the city's comprehensive plan, with developers confident that the buildings can gain 32 LEED "green building" points. The project also includes 4,800 square feet of retail space Coming out against the proj ect was Robyn Harland, who ran unsuccessfully for the coun cil seat won by Morehead. She read a statement urging that the revised proposal go back to the Planning Commission. She also claimed that the apartments would be occupied by six to eight students, a violation of the comprehensive plan. Council later approved capping the total Bloom has its skeptics, who do not believe its technology can lower electric generation costs enough to be competitive with other alternatives and also question the reliability of the source. Fuel cells have long been viewed as a promising technology that never qujte worked out. ?--------------------------------------------------~ There were fewer doubts in Newark. "Newark is No. 1 again," said a clearly happy Mayor Vance Funk, ill. Funk believes that O'Mara and his ties to green industries made the dif ference. "When I see him, I want to give him a hug," the mayor said of O'Mara. Selander also noted that Markell is not uncomfort able in dealing with the world of technology. He was one of the original employees of cell phone carrier Nextel. Funk said the UD-Chrysler site was not a shoo-in for the plant, with Middletown also making a strong bid. Morehead did end up in a heated exchange with represen tatives of the developer, claim ing that a drawing of the two buildings misrepresented the narrow space between the struc tures. He later apologized for the tone of his remarks. Local landlord John Bauscher claimed the project would add to a glut of apartments in the city. He claimed his proper ties would not compete with Campus Edge, but said he was speaking as a resident of the city. The outspoken Bauscher, at times, shouted out from the audience, at one point leading Mayor Vance Funk to tell him to pipe down. Two other landlords were also critical of the project. However, some owners in the area around Campus Edge, including residents of the Washington House condomini ums, came out in support of the project and praised the devel oper for making the changes. Larry Tarabicos, a well known development attorney representing the owners of the Traders Alley retail area behind Campus Edge expressed con cerns over issues related to park ing and whether enough spaces were set aside. Tarabicos did disclose that the Traders Alley owners plan to build apartments over their retail development. He also called for the plan to go back to the Planning Commission. Representatives for the Campus Edge developer said the owners of Traders Alley were attempt ing to tie the projects together, due to long-running parking issues on their property. Chris Locke, general counsel for Lang Development, by some accounts, the biggest apartment landlord in the Main Street area, said he welcomed the compe tition and dismissed concerns about vacancy rates. He said Lang has only four of approxi mately 200 apartments without leases. Shawn Tucker, also repre senting Campus Edge, said attorneys representing parties seeking to send the project back to the Planning Commission hoped to delay and perhaps kill the project. "Delay is deadly," said Tucker, who also made a point-by-point rebuttal of ear lier claims. ? With approval in place, con struction on the site could begin in a few months. The developer has constructed other projects in the city including Amstel Square at the former Crab Trap site off Elkton Road. In other action, the council: Approved an ordinance increasing the mandatory fine when the victim is a law enforcement officer. The athletes impressed me with their performances. They inspired me with their courage. In one of the last races I watched, there was a runner who finished dead last in the 800-meter run. She crossed the finish line jumping for joy and shouting out: "I did it, I did it. I ran the entire race without stop ping." It was a perfect snapshot of the big Special Olympics picture. Perhaps the best lesson I've learned from these athletes over the years is one that all athletes at every level should remember: It's not always the end result that matters most, but rather the path you take to get there; and sometimes, the obstacles you overcome to do so. In-fact, isn't that a life lesson for all of us? Another Summer Games has come and gone. Next year I know I'll once again enjoy see ing familiar faces and meeting new friends. I'll enjoy watch ing the athletes perform and I'll applaud the coaches and volunteers who give so much of themselves to help make the Games possible. Though the station and tracks have been removed, the crossing spot is at the new traffic light that is at the bus transfer station across from the Newark Shopping Center exit and the road to the Pomeroy Station commercial center where Ski Bum and the office of the Newark Post are located. The tracks were laid through Newark in 1868 allowing freight and pas senger service between Pomeroy, P A and Newark serving the farms, mills, quarries, and villages along the White Clay Creek. Passenger service was ended In 1929 and freight service was phased out starting In 1935 except for Newark businesses that could be accessed from the Pennsylvania Railroad line south of town.
