Description
Completely in dark as to what has been happening and reasons therefor; does not understand difference between Marshall's telegram stating President is accepting Messersmith's resignation and news agency reports quoting Truman as saying Messersmith had not resigned and was not being recalled, but merely returning to U.S. because mission in Argentina was completed; lunched with President Perón on June 5 and informed him of substance of press report, but could give him no indication of time of departure; Perón expressed disappointment; emphasized to him no consideration concerning Messersmith must be permitted to interfere with consolidation of situation between U.S. and Argentina on friendly basis; is sure Marshall and President will wish to see that Messersmith receives that consideration which is decent and proper and that the handling of this matter will be such that it will not interfere with consolidation of friendly relations between the two countries; would like clarification on several points; (1) since no resignation has been submitted to President, has "resignation" been accepted? (2) if so, is it to be effective immediately or on arrival in U.S.?; latter would be more fitting and customary; must travel by steamer and sailings infrequent; one sailing June 20 and next July 11; household effects to be packed under supervision and would prefer latter date if agreeable to Marshall and President.
