Acknowledges Pawley's letter of Feb. 14; noted with interest Pawley's talk with man familiar with Argentina who believes early settlement of Argentine difficulties will be to best interests of U.S. and whole hemisphere, but believes it best not to rush into settlement too quickly; there is a common conception that Perón feels he has a personal quarrel with Spruille Braden but in many conversations with Perón he has mentioned Braden only twice; he said, "As an Argentine, I must resent Mr. Braden's intervention in our internal affairs and in election; as Juan Perón, I am deeply grateful to him"; on another occasion he mentioned a heated conversation he had with Braden on subject of freedom of the press; whatever resentment he may still feel it does not extend to U.S. in general; agrees that U.S. should not rush into settlement of difficulties, but on other hand, once Argentina has adequately complied with obligations, sees no reason for further delay.
