Reports in detail situation in Argentina; not trying to paint too favorable a picture of Perón, but he is not the dictator he is often reported to be; he is so far governing constitutionally and has made clear statement of his government's foreign policy, one of collaboration with U.S. and other American countries; progress made in compliance with inter-American agreements; acts of Mexico City and San Francisco ratified by Argentine Congress; Axis schools and other institutions have been closed; Argentina working on matter of enemy property and enemy aliens; believes matter will be settled adequately within few months; scores U.S. press for inaccurate and biased reporting, mentioning specifically editorial in New York Times; asks Sulzberger to show letter to members of his editorial staff.
