Glad Department and President Truman agree no further conversations with Mexican authorities on exploration and development of Mexican oil resources by American companies should be initiated by U.S. until after Mexican election; present President could not commit himself to policy which would have to be implemented by his successor, and no candidate would want to commit himself before election; talked with President Avila Camacho recently and he agreed with U.S. decision; further talks at more opportune time not precluded; Mexican Oil Company operating at a loss and has few reserves; with plans for industrialization, Mexico needs more oil than is being produced, but has not the means to explore and develop her petroleum resources, and must depend upon foreign companies; British and Dutch expropriation claims not yet settled; Mexico willing to settle on same terms she settled with U.S., but British not satisfied.
