Congratulates Kelchner and his associates on fine job done at Inter-American Conference; has written to [Manuel] Tello, congratulating him on work of Mexican secretariat, but believes he would appreciate personal word from Kelchner; much of credit for success of meeting is due [Ezequiel] Padilla who worked several months in preparation for it; U.S. delegation made tremendous contribution; all associated with meeting can have real sense of satisfaction.
