Enclosure: See No. 1647. Enlarges on matter reported to Department in telegram of Nov. 8; has given much thought to what impelled [Ezequiel] Padilla to take the initiative and proceed without waiting further word from U.S.; he is a Latin and knows the Latin mind and he believes that some country other than U.S. should take the initiative in the matter of the Argentine; he is no doubt right; urges again that Department take immediate action in informing Padilla that he has U.S. support.
