Appreciates Hull's letter of June 24 in reply to Messersmith's letter of May 30 concerning developments in internal situation in Mexico; did not mean to imply U.S. in any way responsible for situation; U.S. has been generous in supplying foodstuffs and other materials as many Mexicans are well aware; conditions as outlined in letter of May 30 still exist, but political disorder unlikely.
