Received from Norman Armour in Buenos Aires copy of telegram he sent to Department, stating he is not hopeful that [Dario] Ojeda, Mexican Ambassador in Buenos Aires will put much fire into presentation of [Ezequiel] Padilla's viewpoint with regard to recognition; does not know Ojeda well; thinks he may be extremely nationalistic and not too friendly to U.S., but he wants to keep his job as Ambassador and undoubtedly conveyed Padilla's message faithfully whether he agreed with its sentiments or not.
