Acknowledges Messersmith's letter of Aug. 20 and copy of speech enclosed; agrees with Messersmith when he says "We were not wise enough as victors to realize our full responsibilities and carry them through"; is concerned over continuing complacency; talked recently with mutual friend, Captain Casselman [i.e., Kenneth G. Castleman] who was naval attaché in Berlin while Messersmith was there; he wished to be remembered to Messersmith and Mrs. Messersmith.
