Appreciates officials of Mexican Foreign Office taking time to attend opening of conference; purpose of conference to bring about uniformity of practice in U.S. diplomatic and consular establishments abroad; felt need too to become personally acquainted with principal officers serving in Mexico; in U.S. Foreign Service organization Embassy acts in supervisory capacity over consular establishments in order to aid State Department and lessen burden it bears; this is first conference of Foreign Service Officers held during wartime; is sure all feel increased sense of responsibility and will make every effort to meet demands made upon them; Foreign Service officers are charged with responsibility of improving and broadening relationships between U.S. and other countries; any solution to problems whether economic or political, must be equitable; must keep in mind mutuality of interests and aspirations; Foreign Service officers in Mexico must remember that this is a friendly country and that they have responsibilities to people among whom they work as well as to U.S.; it will usually work to mutual advantage of both countries.
