Had long conversation yesterday with [José Manuel] Cortina; he emphasized need for action on credits; said Cuban Government could not go ahead until Bank sent someone here of adequate authority to talk about authorizing act and bases of loan contract; Cortina also emphasized importance of Bank sending men who could discuss with them agricultural projects and public works projects; Welles may wish to call Warren L. Pierson of Import-Export Bank.
