Cuban Congress considering measure to abolish Communist Party; most of Cabinet favor measure, though they have taken no steps to promote it; President not altogether pleased as he fears it may drive Communists into Grau San Martin Party, but doubtful he will try to influence Congress; bill in Congress now for compulsory military service.
