Hopes Pierson can come to Havana soon; Cuban Government anxious to get started on draft of authorizing act which Congress must pass for the $25,000,000 credit and on contract in which details will be covered; Pierson needed also to sign loan contract for sugar arrangement; hopes [Leslie A.] Wheeler of Agriculture and someone who can advise on public works projects will come with Pierson.
