Letter from Geist missing. Appends letter from [Raymond H.] Geist regarding the [William H.] Smathers Bill [requiring U.S. Consular establishments to employ only Americans]; if alien clerks in Germany are confined to routine duties, thinks there should be no concern at present about their engaging in espionage activities, but if or when German Government wishes to use Germans on U.S. payroll, they will be subservient; they can fear only dismissal by U.S., but they could be subjected to much worse by German regime; alien clerks may be suborned through money in visa matters, but believes the case in Stuttgart to be exceptional.
