Enclosed with No. 1143. German economic and financial situation critical; [Hjalmar] Schacht, [Ludwig] Schwerin von Krosigk, and [Rudolf] Brinkmann advise increased taxes and drastic cuts in budget of Government and Party, and warned Hitler that if these measures are not taken immediately, Germany faces economic collapse within short time; Hitler's reaction was to invite 100 of the younger generals to hear speeches by Ribbentrop and Himmler and a two-hour speech by Hitler, in which he calls on them for help; he ordered General Staff to complete by Feb. 15 plans of action to include attack on Ukraine and mobilization at same time against Swiss and Dutch frontiers; France to be menaced by military forces on Italian and Spanish frontiers; Hitler convinced that after Munich anything is possible for him; he thinks England too weak and timid to resist him, and sees himself as ruler of all Europe and eventually the world; main problem is to win entire army to his side and to do so plays younger generals against the older; masses of German population fearful; they disapprove persecution of Jews and manner in which Nazi leaders enrich themselves by stealing Jewish property; too much reliance should not be placed in resentment of masses, as leaders of opposition are dismissed, imprisoned or killed; another success for Hitler will banish last hope of internal resistance; advises democracies: (1) no further negotiation, but action, (2) as soon as new wave of persecution of Jews or churches, essential to break off diplomatic relations with Germany, (3) radio link with German people should be extended and strengthened; if democracies are to save themselves, they should understand (1) Hitler determined to conquer world and (2) to achieve this purpose he has decided to destroy Jews, Christianity, and capitalism; Hitler's claim that he is protection against communism a lie; he has introduced governmental control of industries in Germany just as Communists have done; very last chance to avoid catastrophe is NOW.
