Ambassador [William] Phillips reporting on conversation with Mussolini says Mussolini convinced German Government intends to expel all Jews and that popular condemnation by other countries only makes Germany more determined; doubts Mussolini really believes situation of Jews would improve if all criticism stopped; both Hitler and Mussolini sensitive to foreign press comment, and German government trying by all possible means to stop reporting outside Germany of what is happening inside the country; accurate informing of public of events is painful thorn in side for both German and Italian governments.
